YOUR telegram of yesterday: Chinese currency loan. German Government have already received a communication from the United States, and agree to the proposals of latter for common action of the four Powers concerned. They quite concur that, in accordance with proposals of United States Government, a declaration should be made to the Chinese Government by the four Powers to the effect that they will not assist, either directly or indirectly, in obtaining loans for China until latter has guaranteed effective control of expenditure.

German note adds that Imperial Government also concur in proposal to support, in negotiations now in progress, appointment of four advisers (auditors) to be taken from Powers concerned for the purpose of supervision of expenditure. Imperial Government consider that these advisers should be appointed for whole loan, and not merely for a part of it, and they state that Chinese Government have already, in Tien-tsin-Pukow Railway, agreed to an arrangement of this nature, which has been shown in practice to be a satisfactory one.

German Ambassador in Washington has been instructed to reply in foregoing sense to memorandum of United States Government.
